New city boughezoul :

When the idea of the creation of a new city with Boughezoul,
distant 89 km of Médéa, had been launched,
some time ago, by the ministry for the Regional planning and of
the Environment, a very large majority of people had not believed there. today, this idea which appeared to belong to imaginary,
with the Utopia, and thus belonging to unrealizable, became reality
with the publication ofthe decree of creation in the Official Journal,
of this future news town of Boughezoul.
A creation which rose from the political good-will of
the authorities higher of the State with at their head the president of
the Republic, Mr. Abdelaziz Bouteflika.
A political good-will which followed upon the requirement adequate solutions
with the various socio-economic problems of which in
particular the unchoking of the wilayas bordering or close relations
with that on Médéa, like Blida and Algiers in particular
which currently make an overpopulation, increasingly important,
with all the consequences, much more negative than positive, which result from this.
This on the one hand. In addition, this political good-will also aims at stabilizing
the populations of the wilaya of Médéa, like revalorizing,
to some extent to give a new rise to the area of the High plateaus
of which the wilaya of Médéa has a part, its southern area more precisely,
which goes from Ksar El-Boukhari until the wilaya of Djelfa bordering.
The feasibility studies concerning this future news town of Boughezoul,
were thus completed very positively in accordance
with several displacements on the site of the ministers concerned,
those of the local community and Interior, City, Environment and Regional
planning inter alia, in addition to the multiple exits of the local authorities
of the wilaya of Médéa.
For that a preliminary financial envelope of 29 billion dinars was already
released for the preparation of the plate which initially consists in setting up
the various essential networks (gas, electricity, drinking water, cleansing…).
It should be said that the site of Boughezoul was not fortuitously selected
because it offers favorable conditions of a gravitational pole,
taking into account its proximity of the capital of the country,
and of its many natural potentialities.
As it will contribute with the redeployment of flows of the populations of
the area of the center of the country and to the stabilization of
the local populations of the wilaya of Médéa.
The future news town of Boughezoul will finally help to revalorize
the area of the High plateaus by allowing the redeployment of the populations it.
With currently some 4.500 inhabitants out of 16.500 whom account all
the commune, the town of Boughezoul in its future transformation, i.e.
the new city, will accomodate more than 350.000 inhabitants from here
the horizon 2025, according to the plan and forecasts' conceived by the ministry
for the Environment and Regional planning.
Being pressed on the existing natural lake, a stopping to some extent,
which will be used as structuring element of the urban composition,
as it will support the safeguarding of fauna and the flora local as well as
the balance of the ecosystem of all the area,
the future news town of Boughezoul constitutes truly an oxygen puff for
the great agglomerations of the wilaya of Médéa,
themselves facing a beginning of overpopulation.
Of an urban total surface of 3.653 ha, it will allow
the construction of sets of dwellings where the occupancy rate by housing
will be of 4,5 inhabitants, of a zone of activities which will
be spread out over 589 ha where will be established trade, hotels,
an international airport, an administrative district and a pole of competitiveness
and technological industry of point, as well as utility services on 533 ha.
The territory of the new town of Boughezoul will be organized around several sets
which, in addition to the urban zone (i.e. the city itself of a surface of 3.653 ha)
will include/understand a great commercial whole of 116 ha,
a logistic base of 335 ha, an intermodal station and a platform of goods of 305 ha,
a zone of extension of 1.301 ha, an airport zone of 500 ha,
a lake of 1.886 ha, zones of farms of 1.839 ha and those of
the protection of the town of 2.578 ha.
As it is also envisaged to give an ecological character to
the new town of Boughezoul by creating a green belt a 15 km length
over a width, from 300 to 700 m to accomodate the equipment of
proximity of which spaces of plays, sports, stage, leisures, the inns, hotels…
Finishing, in theory, by 2010, the first phase of creation
the new town of Boughezoul will make it possible to concentrate
there a population of more than 75.000 inhabitants.

opening in Algeria office is the newest addition to Khatib & Alami's series of offices this year.
Situated in the capital city of Algiers, the office was officially
opened in July 2003, although it was already functioning well before that date.
The Resident Manager is Mr. Ezzat Aoun, who recently joined K&A
and is coordinating all activities.


That said, two projects have been awarded lately to Khatib & Alami
to provide consultancy services of design and supervision.
The first project is a Multi-Functional Complex in Birkhadem area nearby Algiers.
The complex is considered to be a large-scale project on a regional level.
The architectural concept (below picture) will be flexible enough to be in harmony
with the different functions of the complex, as it will encompass office spaces,
hotel guestrooms and furnished apartments with all related facilities
, leisure & shopping centers and parking areas.
The contract between K&A and the client, LaFider S.P.A.,
calls for a Design duration of nine months starting May 2003.
With a construction cost that is estimated to rise above $60 Million USD,
the project surely seems to make a statement from its earliest stages.


In July 2003, another contract was signed with Societé Development
Hôtelier; K&A will handle the design and supervision of “Al Sahel Hotel”,
a project that is also estimated to run over $60 Million USD in construction cost.
The five-star hotel will be
situated in Algiers, comprising 350 keys, a banquet hall,
conference rooms, a business center, health club, commercial & recreational areas,
parking and all related facilities.
It also includes an Office Building in a separate block.
The total built-up area will be in the range of 45,000m2.

the project of a new city with Boughezoul, in the high plateaus of Djelfa (270 km in the south of Algiers), being able to accomodate three million people. Of a surface of 4.650 hectares, the limit of the departments of Médéa and Djelfa, Boughezoul should make it possible to reinstall some three million people of the coastal zones towards the high plateaus, according to the project of the government. The program of the government envisages the construction of 350.000 residences, the utility services educational, university hospital, cultural, sporting and administrative as well as infrastructures economic, commercial, tourist, industrial, public roads, spaces and a railway. Equipped with an international airport of 500 hectares, the new city will also have urban parks, technical infrastructures, public equipment of accompaniment, urban services and of proximity as well as entertaining parks and leisures, according to this program.
